1 A bill to be entitled
2 An act relating to state air travel; requiring
3 the Department of Management Services to
4 establish a central database to maintain a
5 record of all state-related travel; providing
6 an appropriation for the development,
7 maintenance, and improvements to the database;
8 requiring the Comptroller to establish object
9 codes that uniquely identify expenses related
10 to air travel, car rental, and motel or hotel
11 accommodations; authorizing the Department of
12 Management Services to negotiate and contract
13 with an air carrier for service; requiring
14 local matching funds; providing an effective
15 date.

17 Be It Enacted by the Legislature of the State of Florida:

19 Section 1. (1) The Department of Management Services
20 shall establish and maintain a central database to record and
21 maintain all state-approved or reimbursed travel, including
22 information related to each employee's origination and
23 destination and any other information considered necessary by
24 the department. The department may contract with an outside
25 firm for the creation or maintenance of the database and may
26 expend funds to develop, maintain, and improve the database.
27 On January 1, 2001, and annually thereafter, the department
28 shall furnish to the Legislature and the Governor a summary of
29 all state travel and any recommendations for approving the
30 efficiency or cost of that travel.

1 (2) The Comptroller shall establish object class codes
2 that uniquely identify expenditures related to payments for
3 air travel, car rental, and motel or hotel accommodations. All
4 state agency personnel, including the State University System,
5 cabinet officers and the Legislature must use their state
6 purchasing card, if issued, and the object codes when
7 requesting payments for the travel expenditures specified in
8 this subsection. The Comptroller shall report expenditures
9 made by state entities not less frequently than annually to
10 the Department of Management Services, or at other times as
11 necessary for contract negotiations and other management
12 needs.
13 Section 2. The Department of Management Services may
14 contract with an eligible air carrier for jet service or other
15 service approved by the department to guarantee a number of
16 seats or minimum revenue per departure or other incentive
17 necessary to improve air service into Tallahassee beginning
18 July 1, 2000. The department may expend funds for the purposes
19 authorized by this section only to the extent necessary to
20 match any public or private local funds.
21 Section 3. This act shall take effect upon becoming a
22 law.

25 SENATE SUMMARY
26 Requires the Department of Management Services to
establish a central database to maintain records of all
27 state-related travel and requires the Comptroller to
establish an object code to identify and categorize such
28 expenditures. Authorizes the department to contract with
an air carrier for service beginning July 1, 2000.
