17  and insert in lieu thereof:  Upon receipt of such request, the

18  Department of Children & Family Services shall give notice and

19  hold a public hearing on the request within 60 days after the

20  request is submitted in the same manner as for a rezoning as

21  provided under the appropriate special or local law or

22  ordinance, except that such proceedings shall be recorded by

23  tape or a certified court reporter and made available for

24  transcription at the expense of any interested party.
