  1                      A bill to be entitled

  2         An act relating to cocaine-addicted mothers;

  3         expressing the legislative intent to create a

  4         study commission to study this problem;

  5         providing an effective date.

  7  Be It Enacted by the Legislature of the State of Florida:

  8

  9         Section 1.  The Legislature intends to establish a

10  study commission to determine how many cocaine-addicted

11  mothers have gone through dependency proceedings. It shall

12  also determine what the long-term costs are for the children

13  of cocaine-addicted mothers in financial terms and in human

14  suffering. The commission shall also submit a report to the

15  Legislature, including recommendations regarding how

16  dependency judges can be more effective in handling this

17  problem.

18         Section 2.  This act shall take effect July 1, 2000.
