3 ss. 189.429 and 191.015, F.S.; providing
4 construction with respect to the codified
5 charters of special districts under ch. 189,
6 F.S., and independent fire control districts
7 under ch. 191, F.S.; providing an effective
8 date.

10 Be It Enacted by the Legislature of the State of Florida:
11
12 Section 1. Section 189.429, Florida Statutes, is
13 amended to read:
14 189.429 Codification.--Each district, by December 1,
15 2004, shall submit to the Legislature a draft codified
16 charter, at its expense, so that its special acts may be
17 codified into a single act for reenactment by the Legislature,
18 if there is more than one special act for the district. The
19 codification or restatement of existing statutory language
20 shall not be construed as a grant of any additional authority
21 or restriction of authority of any other governmental entity
22 pursuant to general law. However, specific exceptions to law
23 contained in any special act which are merely recodified shall
24 continue to apply. The Legislature may adopt a schedule for
25 individual district codification. Any codified act relating to
26 a district, which act is submitted to the Legislature for
27 reenactment, shall provide for the repeal of all prior special
28 acts of the Legislature relating to the district. The
29 codified act shall be filed with the department pursuant to s.
30 189.418(2).

3 191.015 Codification.--Each fire control district
4 existing on the effective date of this section, by December 1,
5 2004, shall submit to the Legislature a draft codified
6 charter, at its expense, so that its special acts may be
7 codified into a single act for reenactment by the Legislature,
8 if there is more than one special act for the district. The
9 codification or restatement of existing statutory language
10 shall not be construed as a grant of any additional authority
11 or restriction of authority of any other governmental entity
12 pursuant to general law. However, specific exceptions to law
13 contained in any special act which are merely recodified shall
14 continue to apply. The Legislature may adopt a schedule for
15 individual district codification. Any codified act relating to
16 a district, which act is submitted to the Legislature for

21 Section 3. This act shall take effect upon becoming a
22 law.
