14         On page 90, lines 12 through 14 of the bill

15  remove from the bill:  all of said lines

16

17  and insert in lieu thereof:

18         1.  The State Board of Administration receiving a

19  favorable determination letter and a favorable private letter

20  ruling from the Internal Revenue Service by May 1, 2002.  If

21  the Internal Revenue Service refuses to act upon a request for

22  a private letter ruling, then a favorable legal opinion from a

23  qualified tax attorney or firm may be substituted for such

24  private-letter ruling.
