18 and insert:
19 (c) Twenty-two Twenty-four percent to the Department
20 of Community Affairs for use by the Florida Communities Trust
21 for the purposes of part III of chapter 380, as described and
22 limited by this subsection, and grants to local governments or
23 nonprofit environmental organizations that are tax exempt
24 under s. 501(c)(3) of the United States Internal Revenue Code
25 for the acquisition of community-based projects, urban open
26 spaces, parks, and greenways to implement local government
27 comprehensive plans. From funds available to the trust, 8
28 percent shall be transferred annually to the Land Acquisition
29 Trust Fund for grants pursuant to s. 375.075. From funds
30 available to the trust and used for land acquisition, 75
31 percent shall be matched by local governments on a

1 dollar-for-dollar basis. The Legislature intends that the
2 Florida Communities Trust emphasize funding projects in
3 low-income or otherwise disadvantaged communities. At least
4 30 Thirty percent of the total allocation provided to the
5 trust shall be used in Standard Metropolitan Statistical
6 Areas, but one-half of that amount shall be used in localities
7 in which the project site is located in built-up commercial,
8 industrial, or mixed-use areas and functions to intersperse
9 open spaces within congested urban core areas. From funds
10 allocated to the trust, no less than 5 percent shall be used
11 to acquire lands for recreational trail systems, provided that
12 in the event these funds are not needed for such projects,
13 they will be available for other trust projects. Local
14 governments may use federal grants or loans, private
15 donations, or environmental mitigation funds, including
16 environmental mitigation funds required pursuant to s.
17 338.250, for any part or all of any local match required for
18 acquisitions funded through the Florida Communities Trust.
19 Any lands purchased by nonprofit organizations using funds
20 allocated under this paragraph must provide for such lands to
21 remain permanently in public use through a reversion of title
22 to local or state government, conservation easement, or other
23 appropriate mechanism. Projects funded with funds allocated
24 to the Trust shall be selected in a competitive process
25 measured against criteria adopted in rule by the Trust.
26 (d) Two percent to the Department of Environmental
27 Protection for grants pursuant to s. 375.075.
