  2         An act relating to the Miami River; creating s.

  3         163.065, F.S.; creating the "Miami River

  4         Improvement Act"; providing findings and

  5         purpose; directing state and regional agencies

  6         to assist the Miami River Commission; requiring

  7         a plan; providing an appropriation; providing

  8         an effective date.

10  Be It Enacted by the Legislature of the State of Florida:

11

12         Section 1.  Section 163.065, Florida Statutes, is

13  created to read:

14         163.065  Miami River Improvement Act.--

15         (1)  SHORT TITLE.--This section may be cited as the

16  "Miami River Improvement Act."

17         (2)  FINDINGS; PURPOSE.--

18         (a)  The Miami River Commission was created by chapter

19  98-402, Laws of Florida, to be the official coordinating

20  clearinghouse for all public policy and projects related to

21  the Miami River.

22         (b)  The United States Congress has provided funding

23  for an initial federal share of 80 percent for the

24  environmental and navigational improvements to the Miami

25  River. The governments of the City of Miami and Miami-Dade

26  County are coordinating with the Legislature and the Florida

27  Department of Environmental Protection to determine how the 20

28  percent local share will be provided.

29         (c)  Successful revitalizing and sustaining the urban

30  redevelopment of the areas adjacent to the Miami River is

31  dependent on addressing, through an integrated and coordinated

  1  intergovernmental plan, a range of varied components essential

  2  to a healthy urban environment, including cultural,

  3  recreational, economic, and transportation components.

  4         (d)  The purpose of this section is to ensure a

  5  coordinated federal, state, regional, and local effort to

  6  improve the Miami River and adjacent areas.

  7         (3)  AGENCY ASSISTANCE.--All state and regional

  8  agencies shall provide all available assistance to the Miami

  9  River Commission in the conduct of its activities.

10         (4)  PLAN.--The Miami River Commission, working with

11  the City of Miami and Miami-Dade County, shall consider the

12  merits of the following:

13         (a)  Development and adoption of an urban infill and

14  redevelopment plan, under ss. 163.2511-163.2526, and

15  participating state and regional agencies shall review the

16  proposed plan for the purposes of consistency with applicable

17  law.

18         (b)  Development of a greenway/riverwalk and blueway,

19  where appropriate, as authorized in s. 260.101, to provide an

20  attractive and safe connector system of bicycle, pedestrian,

21  and transit routes and water taxis to link jobs, waterfront

22  amenities, and people, and contribute to the comprehensive

23  revitalization of the Miami River.

24         Section 2.  The sum of $150,000 is appropriated from

25  the General Revenue Fund to the Miami River Commission to

26  carry out the purpose of this act during the 2000-2001 fiscal

27  year.

28         Section 3.  This act shall take effect July 1, 2000.
