11  The Committee on Community Affairs offered the following:

13         Amendment 

14         On page 5, lines 22-29

15  remove from the bill:  all of said lines

17  and insert in lieu thereof:

18         (2)  The board shall be composed of 9 members.  Within

19  60 days after an authority is established:

20         a.  The Governor shall appoint 2 members to the board;

21         b.  The county commission of the eligible county shall

22  appoint 5 members to the board; notwithstanding the foregoing,

23  in the event that the proposed project is to be constructed

24  within the limits of an incorporated city, then that city's

25  commission shall make 2 of such appointments.

26         c.  The mayor of the county of the eligible county

27  shall make 2 appointments; notwithstanding the foregoing, in

28  the event that the proposed project is to be constructed

29  within the limits of an incorporated city, then that city's

30  mayor shall make one of such appointments.  Each appointing

31  authority shall appoint members of the
