14         On page 2, line 28 through page 3, line 3,

15  remove from the bill:  all of said lines

17  and insert in lieu thereof:  competition in the communications

18  industry.  Disclosure of data prepared by or in the possession

19  of a local government which reveals the type and size of

20  facilities for providing telecommunications services creates a

21  competitive disadvantage for the local government and an

22  unfair advantage for its competitors.  Competitors can use

23  such information to impair full and fair competition and

24  impede competition in the telecommunications marketplace to

25  the disadvantage of the consumers of telecommunications

26  services.  Thus, the public and private harm in disclosing

27  this information significantly outweighs any public benefit

28  derived from disclosure, and the public's ability to

29  scrutinize and monitor agency action is not diminished by non

30  disclosure of this information.
