11  Senator Sullivan moved the following amendment:

13         Senate Amendment (with title amendment) 

14         Delete everything after the enacting clause

15

16  and insert:

17         Section 1.  (1)  There is created a new Comprehensive

18  University in Pinellas County.

19         (2)  There is created a new Comprehensive University in

20  Sarasota County to serve Sarasota and Manatee Counties.

21         (3)  On or before November 1, 2000, and in accordance

22  with section 240.147(6), Florida Statutes, the Postsecondary

23  Education Planning Commission, in consultation with the

24  Chancellor, shall review the need for new free-standing

25  universities in Pinellas, Sarasota, and Manatee Counties. The

26  commission, in consultation with the Chancellor, shall

27  consider the criteria for establishing new public colleges and

28  universities developed by the commission and approved by the

29  State Board of Education in 1991. In so doing, the commission,

30  in consultation with the Chancellor, shall enlist the

31  assistance of an independent evaluator. Upon determining that

  1  a need exists, the Chancellor, in consultation with the

  2  Commission, shall develop an implementation plan for the

  3  above-mentioned institutions. At a minimum, the plan shall

  4  address location, facilities, programmatic needs, governance,

  5  and funding issues. The plan shall be developed on or before

  6  January 19, 2001, and shall be submitted to the President of

  7  the Senate, the Speaker of the House of Representatives, the

  8  Executive Office of the Governor, and the State Board of

  9  Education. If the Postsecondary Education Planning Commission

10  or the Board of Regents determines that the need for either or

11  both of the institutions does not exist, this section shall be

12  repealed by the Legislature prior to July 1, 2001.

13         (4)  If a Comprehensive University is created in

14  Sarasota County, New College shall become a part of this

15  institution and New College will continue to maintain its

16  liberal arts honors program of national distinction and

17  continue to be the honors college of the State of Florida, and

18  there shall be no change in the operation of New College.

19         (5)  If local boards of trustees are created for the

20  other universities of the State University System, a local

21  board of trustees shall be created for the institutions

22  created by this section.

23         (6)  Upon the implementation of the new universities,

24  section 240.527, Florida Statutes, is repealed.

25         Section 2.  This act shall take effect upon becoming a

26  law.
