11  Senator Sullivan moved the following amendment to amendment

12  (712228):

14         Senate Amendment (with title amendment) 

15         On page 22, line 25, through

16            page 28, line 30, delete those lines

17

18  and insert:

19         Section 9.  (1)  There is created a new Comprehensive

20  University in Pinellas County.

21         (2)  There is created a new Comprehensive University in

22  Sarasota County to serve Sarasota and Manatee Counties.

23         (3)  On or before November 1, 2000, and in accordance

24  with section 240.147(6), Florida Statutes, the Postsecondary

25  Education Planning Commission, in consultation with the

26  Chancellor, shall review the need for new free-standing

27  universities in Pinellas, Sarasota, and Manatee Counties. The

28  commission, in consultation with the Chancellor, shall

29  consider the criteria for establishing new public colleges and

30  universities developed by the commission and approved by the

31  State Board of Education in 1991. In so doing, the commission,

  1  in consultation with the Chancellor, shall enlist the

  2  assistance of an independent evaluator. Upon determining that

  3  a need exists, the Chancellor, in consultation with the

  4  Commission, shall develop an implementation plan for the

  5  above-mentioned institutions. At a minimum, the plan shall

  6  address location, facilities, programmatic needs, governance,

  7  and funding issues. The plan shall be developed on or before

  8  January 19, 2001, and shall be submitted to the President of

  9  the Senate, the Speaker of the House of Representatives, the

10  Executive Office of the Governor, and the State Board of

11  Education. If the Postsecondary Education Planning Commission

12  or the Board of Regents determines that the need for either or

13  both of the institutions does not exist, this section shall be

14  repealed by the Legislature prior to July 1, 2001.

15         (4)  If a Comprehensive University is created in

16  Sarasota County, New College shall become a part of this

17  institution and New College will continue to maintain its

18  liberal arts honors program of national distinction and

19  continue to be the honors college of the State of Florida, and

20  there shall be no change in the operation of New College.

21         (5)  If local boards of trustees are created for the

22  other universities of the State University System, a local

23  board of trustees shall be created for the institutions

24  created by this section.

25         (6)  Upon the implementation of the new universities,

26  section 240.527, Florida Statutes, is repealed.
