15         On page 30, between lines 21 and 22,

17  insert:

18         Section 19.  Except for land sales, there shall be no

19  transfer of land from the Institute of Food and Agricultural

20  Sciences until such time as a plan for expanding access to

21  baccalaureate degrees is approved by the Board of Regents, the

22  Postsecondary Education Planning Commission, and the

23  Legislature.
