14         On page 2, line 19, through page 3, line 24, delete

15  those lines

17  and insert:

18         (1)  Baccalaureate-and-master's-degree-oriented

19  universities are as follows:

20         (a)  Suncoast University in Pinellas County.

21         (b)  New College in Sarasota County, which shall be

22  considered a university for purposes of this act.

23         (2)  The universities will be developed using a

24  combination of new and existing facilities, with initial

25  development at locations and facilities in the state's

26  existing postsecondary education systems.

27         (3)  A community college may not convert to a

28  baccalaureate-and-master's-degree-oriented university.

29         Section 3.  University mission.--The mission of the

30  baccalaureate and master's degree oriented universities is to

31  provide high-quality undergraduate education at an affordable

 1  price, and to promote regional and statewide economic

 2  development. Initially, course offerings will be limited to

 3  core programs in the liberal arts and sciences, technology,

 4  and a limited number of professional programs, including

 5  business and education. The role of these universities is to

 6  complement, not compete with, community colleges and

 7  institutions in the State University System. This role will be

 8  accomplished by encouraging interinstitutional cooperation and

 9  by providing upper-division undergraduate opportunities to

10  community college transfer students, particularly students

11  with associate in science degrees transferring into

12  baccalaureate programs. An additional component of the role of

13  New College will be to continue to maintain its liberal arts

14  honors program of national distinction and to continue to be

15  the honors college of the State of Florida. The emphasis at

16  these new universities will be on teaching, not research.

17  Instruction will be primarily at the baccalaureate degree

18  level with a limited number of master's degree level courses

19  and programs. A baccalaureate and master's degree oriented

20  university shall contract with a local community college to

21  provide lower-division instruction. This primary mission does

22  not preclude one of these universities from entering into a

23  joint-use agreement with any institution in the State

24  University System to offer master's and doctoral degree

25  programs on the baccalaureate and master's degree oriented

26  university campus.
