11  Senator Holzendorf moved the following amendment:

13         Senate Amendment (with title amendment) 

14         On page 2, line 23, delete that line

15

16  and insert:

17         Section 3.  (1)  Effective upon this act becoming a

18  law, the Industrial Life Insurance Policy Task Force is

19  created to serve through January 15, 2001. All members of the

20  task force shall be appointed by June 15, 2000. The task force

21  shall be composed of:

22         (a)  Two members appointed by the President of the

23  Senate;

24         (b)  Two members appointed by the Speaker of the House

25  of Representatives; and

26         (c)  One member appointed by the Insurance

27  Commissioner.

28         (2)  The organizational meeting of the task force shall

29  take place no later than July 15, 2000. The members shall

30  elect a chair by majority vote. The task force is

31  administratively assigned to, and shall be staffed by the

 1  Department of Insurance. Members of the task force shall serve

 2  without compensation, but shall be reimbursed for per diem and

 3  travel expenses as provided in section 112.061, Florida

 4  Statutes.

 5         (3)  The task force shall study the extent to which

 6  industrial life insurance policyholders have paid premiums in

 7  excess of the death benefits provided by such policies, and

 8  recommend to the Legislature the appropriate method of

 9  reimbursing such policyholders for the amount of such excess

10  payments. The task force shall make recommendations and submit

11  a final report to the Governor, the President of the Senate,

12  and the Speaker of the House of Representatives by January 1,

13  2001.

14         (4)  The task force should address insurance

15  alternatives with respect to cost and marketing as such

16  matters relate to the policyholders described in subsection

17  (3).

18         Section 4.  Except for this section and section 3 of

19  this act, which shall take effect upon becoming a law, this

20  act shall take effect October 1, 2000.
