2 An act relating to the Lawton Chiles Endowment
3 Fund; amending s. 215.5601, F.S.; requiring
4 funds of the endowment to be appropriated on an
5 equal basis between the health and human
6 services programs and the biomedical research
7 programs; providing an effective date.

9 Be It Enacted by the Legislature of the State of Florida:

11 Section 1. Paragraph (a) of subsection (6) of section
12 215.5601, Florida Statutes, is amended to read:
13 215.5601 Lawton Chiles Endowment Fund.--
14 (6) AVAILABILITY OF FUNDS.--
15 (a) Funds from the endowment shall not be available
16 for appropriation to a state agency until July 1, 2000.
17 Beginning July 1, 2000, the maximum annual amount of endowment
18 funds that may be appropriated shall be in accordance with the
19 following, based on earnings averaged over 3 years:
20 1. Beginning July 1, 2000, no more than a level of
21 spending representing earnings at a rate of 3 percent.
22 2. Beginning July 1, 2001, no more than a level of
23 spending representing earnings at a rate of 4 percent.
24 3. Beginning July 1, 2002, no more than a level of
25 spending representing earnings at a rate of 5 percent.
26 4. Beginning July 1, 2003, and thereafter, no more
27 than a level of spending representing earnings at a rate of 6
28 percent.

30 Funds from the endowment available for appropriation under
31 this paragraph shall be appropriated on an equal basis between

1 the health and human services programs and the biomedical

3 Section 2. This act shall take effect July 1, 2000.
