14 On page 159, between lines 5 and 6,

16 insert:
17 Section 75. Effective upon this act becoming a law,
18 and notwithstanding any other provision of law, any
19 unencumbered funds appropriated for and not required to meet
20 earned Performance-Based Incentive Program payments shall be
21 contracted with the Florida Space Research Institute by the
22 State Workforce Development Board for development of the
23 state's space industry workforce needs. Such contract is
24 dependent upon existing revenues being available.
