14 On page 7, between lines 28 and 29,

16 insert:
17 (d) Each fiscal year the secretary shall, in
18 consultation with the relevant employee representatives,
19 develop projections of the number of child abuse and neglect
20 cases and shall include in the department's legislative budget
21 request a specific appropriation for funds and positions for
22 the next fiscal year in order to provide an adequate number of
23 full-time equivalent:
24 1. Child protection investigation workers so that
25 caseloads do not exceed the Child Welfare League Standards by
26 more than two cases; and
27 2. Child protection treatment workers so that
28 caseloads do not exceed the Child Welfare League Standard by
29 more than two cases.

31 If caseloads exceed projections by more than 10 percent during
