18 and insert:
19 (a) Nothwithstanding the provisions of this section,
20 the department may consolidate the management and
21 administrative structure or function of the geographic area
22 that includes the counties in the sixth, twelfth, and
23 thirteenth judicial circuits as defined in s. 26.021. Any such
24 additional consolidation shall comply with the provisions of
25 subsection (4) unless legislative authorization to the
26 contrary is provided.
27 (b) Except as provided in this subsection relative to
28 the prototype region, the role and scope of lead agencies are
29 limited to the provisions of s. 409.1671 until the Legislature
30 specifically provides otherwise. Prior to any changes being
31 implemented concerning the scope or duties of the lead agency

1 outside the prototype region, there must be an evaluation of
2 the prototype region that includes the duties of the lead
3 agency as defined in this section. The evaluation must be
4 conducted by an independent evaluator with experience in the
5 evaluation of organizational change and organizational
6 effectiveness. The evaluation must include a review of the
7 following:
8 1. The duties and responsibilities of the lead
9 agencies;
10 2. The relationship of the department with the lead
11 agencies;
12 3. The accountability of the system involving lead
13 agencies and sub-contractors in carrying out the department's
14 statutory obligations;
15 4. The quality of services provided to clients by the
16 lead agencies and their sub-contractors;
17 5. Size of the prototype region and its effect on
18 service priorities and service delivery within local
19 communities;
20 6. The effect on existing service providers who may or
21 may not be lead agencies or sub-contractors; and
22 7. Any demonstrated improvements in the management and
23 oversight of services or cost savings that have resulted from
24 the lead agency structure or other elements implemented in the
25 prototype region.

27 The report must be submitted to the Secretary of the
28 department, the President of the Senate and the Speaker of the
29 House of Representatives by February 1, of each year beginning
30 in 2001, and the final report submitted by February 1, 2003.
31 Each report will address the progress and findings of the

1 evaluation and will include recommendations for policy or
2 statutory changes.
3 (c) Within the prototype region, the budget transfer
4 authority defined in paragraph (4)(b) shall apply to the
5 consolidated geographic area.
