13         Senate Amendment (with title amendment) 

14         On page 17, between lines 13 and 14,

15

16  insert:

17         Section 47.  Paragraph (a) of subsection (2) of section

18  318.21, Florida Statutes, as amended by section 135 of chapter

19  98-403, Laws of Florida, is amended to read:

20         318.21  Disposition of civil penalties by county

21  courts.--All civil penalties received by a county court

22  pursuant to the provisions of this chapter shall be

23  distributed and paid monthly as follows:

24         (2)  Of the remainder:

25         (a)  Five and six-tenths percent shall be paid to the

26  General Revenue Fund of the state, except that the first

27  $300,000 shall be deposited into the Grants and Donations

28  Trust Fund in the state courts system Department of Children

29  and Family Services for administrative costs, training costs,

30  and costs associated with the implementation and maintenance

31  of Florida foster care citizen review panels in a
