13         Senate Amendment (with title amendment) 

14         On page 62, between lines 11 and 12,

16  insert:

17         Section 35.  The Department of Children and Family

18  Services shall establish group homes staffed by state

19  employees in any district where an unmet need for foster home

20  placements exists, as indicated by:

21         (1)  A ratio that exceeds one caregiver for every five

22  children per household; or

23         (2)  The lack of appropriate foster care placement for

24  a child with special needs.
