17 Section 45. Managed Care Pilot in Palm Beach County.--
18
19 The Department of Children and Family Services in District 9,
20 in cooperation with the Board of County Commissioners of Palm
21 Beach County, may establish a not-for-profit managed care
22 pilot program for the delivery of mental health and substance
23 abuse services for non-Medicaid patients. The purpose of this
24 pilot program is to: 1) improve access to mental health or
25 substance abuse treatment and support services; 2) assure that
26 the treatment and support services provided are clinically
27 appropriate for the needs of the patients; and 3)improve the
28 cost effectiveness and efficiency of service delivery and
29 management of services. The Department of Children and Family
30 Services and the Palm Beach Board of County Commissioners
31 shall develop a plan for the pilot program describing the

1 population groups to be served and other planning parameters
2 that must be considered in the development of the pilot
3 program. Nothing in this section shall prevent the pilot
4 program from including the Medicaid program and funds if the
5 planning body believes that incorporating the Medicaid program
6 and Medicaid clients will enhance the overall treatment and
7 support services to the identified clients served by the pilot
8 program. No administrative costs may be incurred by the
9 Department of Children and Family Services.

11 The Department of Children and Family Services shall select a
12 provider to operate the pilot program through a competitive
13 procurement process. That provider must have appropriate
14 expertise and experience in providing mental health and
15 substance abuse treatment services to persons with serious
16 mental illness and persons with substance abuse problems.

18 The contract with the provider selected to operate the pilot
19 program must specify measurable outcomes for achieving the
20 purpose of the pilot program as specified in this section and
21 must require that pertinent program and client data be
22 maintained to determine the managed care strategies and
23 treatment modalities and interventions that proved successful
24 in achieving the outcomes. The Department of Children and
25 Family Services is directed to report to the Legislature no
26 later than December 31, 2003, on the results of the pilot
27 program including data that substantiates their findings and
28 recommendations and any proposed statutory changes. This pilot
29 program cannot be expanded to any other county unless the
30 Legislature authorizes such expansion. The pilot program in
31 Palm Beach county will expire on June 30, 2004, unless
