15         On page 24, line 22, through page 25, line 6, delete

16  those lines

18  and insert:  contract document a requirement that any state

19  funds provided for the purchase of or improvements to real

20  property are contingent upon the contractor or political

21  subdivision granting to the state a security interest in the

22  property at least to the amount of the state funds provided

23  for at least 5 years from the date of purchase or the

24  completion of the improvements or as further required by law.
