1 A bill to be entitled
2 An act relating to the Florida School for the
3 Deaf and the Blind; amending s. 110.205, F.S.;
4 providing for additional positions for
5 employees of the Florida School for the Deaf
6 and the Blind to be exempt positions under the
7 Career Service System; amending s. 242.331,
8 F.S.; requiring the board of trustees of the
9 Florida School for the Deaf and the Blind to
10 administer a uniform personnel, job
11 classification, and pay plan for all employees
12 of the board of trustees; providing an
13 effective date.

15 Be It Enacted by the Legislature of the State of Florida:
16
17 Section 1. Paragraph (d) of subsection (2) of section
18 110.205, Florida Statutes, is amended to read:
19 110.205 Career service; exemptions.--
20 (2) EXEMPT POSITIONS.--The exempt positions which are
21 not covered by this part include the following, provided that
22 no position, except for positions established for a limited
23 period of time pursuant to paragraph (h), shall be exempted if
24 the position reports to a position in the career service:
25 (d) All officers and employees of the State University
26 System, and the Correctional Education Program within the
27 Department of Corrections, and the academic personnel and
28 academic administrative personnel of the Florida School for
29 the Deaf and the Blind. In accordance with the provisions of
30 chapter 242, the salaries for officers and employees academic
31 personnel and academic administrative personnel of the Florida

1 School for the Deaf and the Blind shall be set by the board of
2 trustees for the school, subject only to the approval of the
3 State Board of Education. The salaries for all instructional
4 personnel and all administrative and noninstructional
5 personnel of the Correctional Education Program shall be set
6 by the Department of Corrections, subject to the approval of
7 the Department of Management Services.
8 Section 2. Paragraph (b) of subsection (6) of section
9 242.331, Florida Statutes, is amended to read:
10 242.331 Florida School for the Deaf and the Blind;
11 board of trustees.--
12 (6) The board of trustees shall:
13 (b) Administer and maintain a uniform personnel, job
14 classification, and pay plan personnel programs for all
15 employees of the board of trustees and the Florida School for
16 the Deaf and the Blind who are shall be state employees,
17 including the personnel classification and pay plan
18 established in accordance with ss. 110.205(2)(d) and
19 216.251(2)(a)2. for academic and academic administrative
20 personnel, the provisions of chapter 110, and the provisions
21 of law that grant authority to the Department of Management
22 Services over such programs for state employees.
23 Section 3. This act shall take effect July 1, 2000.

26 SENATE SUMMARY
27 Provides for all employee positions of the Florida School
for the Deaf and the Blind to be exempt positions under
28 the Career Service System. Requires that the board of
trustees of the Florida School for the Deaf and the Blind
29 administer a uniform personnel, job classification, and
pay plan for the employees of the board of trustees and
30 the school.
