  1                      A bill to be entitled

  2         An act relating to the Florida School for the

  3         Deaf and the Blind; directing the Department of

  4         Management Services and the Florida School for

  5         the Deaf and the Blind to develop a report and

  6         recommendation; providing for its submission by

  7         January 1, 2001; providing an effective date.

  9  Be It Enacted by the Legislature of the State of Florida:

11         Section 1.  The Department of Management Services, in

12  cooperation with the Florida School for the Deaf and the

13  Blind, shall develop and implement a specialized training

14  program for career service, nonteaching employees who deal

15  with visually impaired and hearing impaired students. The

16  program shall include a revised classification and pay grade

17  component that will permit retention and recruitment of

18  employees with special skills. The department and the school

19  shall provide a report and recommendation by January 1, 2001.

20         Section 2.  This act shall take effect July 1, 2000.

22          STATEMENT OF SUBSTANTIAL CHANGES CONTAINED IN
                       COMMITTEE SUBSTITUTE FOR
23                         Senate Bill 2572

25  The Committee Substitute replaces the provisions of the filed
    bill with a requirement that the Department of Management
26  Services and the School for the Deaf and Blind issue a report
    and recommendation on a revised classifcation and pay plan for
27  employees who deal with visually and hearing impaired
    students.
