1 A bill to be entitled
2 An act making a supplemental appropriation;
3 providing an appropriation to help fund the
4 building of the National World War II Memorial;
5 providing an effective date.

7 WHEREAS, the American Battle Monuments Commission was
8 authorized to establish a National World War II Memorial in
9 our nation's capital by Public Law Number 103-32, and
10 WHEREAS, the memorial will honor the 16 million men and
11 women who served in the Armed Forces of the United States
12 during World War II, the 406,000 who died, and the millions
13 who supported the war effort from home, and
14 WHEREAS, the memorial will be a monument to the spirit,
15 sacrifice, and commitment of the Americans to the common
16 defense of the nation and to the broader causes of peace and
17 freedom from tyranny throughout the world, and
18 WHEREAS, the memorial will inspire future generations
19 of Americans, deepening their appreciation of what the World
20 War II generation accomplished in securing freedom and
21 democracy, and
22 WHEREAS, in order to establish a World War II Memorial
23 on the National Mall in Washington, D.C., the American Battle
24 Monuments Commission is seeking contributions from the states
25 in an amount equal to $1 for each state resident who served in
26 the Armed Forces during World War II, and
27 WHEREAS, most states have already introduced
28 legislation to participate in this "dollar-per-veteran"
29 campaign, and an ever-increasing number of states have
30 subsequently passed that legislation to provide for their
31 portion of the funds sought under the campaign, and

1 WHEREAS, it is estimated that 248,000 veterans were
2 residents of Florida when they served in World War II and
3 3,174 of these veterans lost their lives defending freedom,
4 and
5 WHEREAS, it is estimated that almost 600,000 veterans
6 of World War II proudly call Florida home, and
7 WHEREAS, it is fitting, proper, and an honor for the
8 State of Florida to contribute its portion to the national
9 campaign for such memorial, NOW, THEREFORE,

11 Be It Enacted by the Legislature of the State of Florida:

13 Section 1. The sum of $248,000 is appropriated from
14 the General Revenue Fund to the American Battle Monuments
15 Commission for deposit into the National World War II Memorial
16 Fund for the purpose of helping to fund the building of the
17 National World War II Memorial on the National Mall in
18 Washington, D.C.
19 Section 2. This act shall take effect July 1, 2000.
