14 On page 23, line 28, through
15 page 24, line 5, delete those lines
16
17 and insert: met, the department, with the assistance of the
18 Minority Business Advocacy and Assistance Office of Supplier
19 Diversity and a management consulting firm with extensive
20 experience in the development and assessment of minority and
21 woman-owned business enterprise programs and procurement
22 systems, shall make recommendations to the Legislature on
23 revisions to the goals, based on an updated statistical
24 analysis, at least once every 3 5 years. Such recommendations
25 shall be based on statistical data indicating the availability
26 of and disparity in the use of minority businesses contracting
27 with the state. The results of the first updated statistical
28 analysis disparity study must be presented to the Legislature
29 no later than July 1 or every third year, beginning July 1,
30 2003 December 1, 1996. The Legislature shall make revisions to
31 the goals during the next regular legislative session. The
