  1                      A bill to be entitled

  2         An act relating to the Clean Money Trust Fund;

  3         creating the Clean Money Trust Fund to be

  4         administered by the Department of State;

  5         providing for its purpose; providing for review

  6         and termination or re-creation of the trust

  7         fund; providing a contingent effective date.

  9  Be It Enacted by the Legislature of the State of Florida:

11         Section 1.  Clean Money Trust Fund.--

12         (1)  There is created the Clean Money Trust Fund to be

13  administered by the Department of State for the purpose of

14  funding the Florida Clean Elections Act.

15         (2)  In accordance with Section 19(f)(2), Article III

16  of the State Constitution, the Clean Money Trust Fund shall be

17  terminated on July 1, 2004, unless terminated sooner. Before

18  its scheduled termination, the trust fund shall be reviewed as

19  provided in section 215.3206(1) and (2), Florida Statutes.

20         Section 2.  This act shall take effect on the effective

21  date of Senate Bill     , but it shall not take effect unless

22  it is enacted by a three-fifths vote of the membership of each

23  house of the Legislature and unless SB     , 2000 Regular

24  Session, becomes a law.
