1 Senate Resolution No.
2 A resolution recognizing Lois C.S. Bowers of
3 Hillsborough County for her 33 years of
4 dedicated service to the education profession.

6 WHEREAS, Lois Carol Smith Bowers was graduated magna
7 cum laude from Dillard University with a Bachelor of Arts
8 degree in Elementary Education in 1961, and
9 WHEREAS, Lois Bowers began her career as a third-grade
10 teacher at Johnson Lockett Elementary School in New Orleans,
11 Louisiana, and
12 WHEREAS, Mrs. Bowers subsequently moved to Florida,
13 where she initially taught fourth grade at J.R.E. Lee
14 Elementary School in Mulberry, then taught third grade and
15 sixth grade in the small community of Progress Village,
16 Hillsborough County, from 1966 until 1970, and
17 WHEREAS, Mrs. Bowers then received a fellowship to the
18 University of South Florida and, in 1971, earned a Master of
19 Arts degree in Early Childhood Education, and
20 WHEREAS, she next became Dean of Girls at Blake Junior
21 High School, and, after desegregation of the school district
22 began, she was Dean of Girls at Madison Junior High School in
23 south Tampa until 1976, and
24 WHEREAS, subsequently, Lois Bowers was promoted to her
25 first principalship, at E.E. Just Elementary School in the
26 heart of west Tampa, where she remained for 15 years, during
27 which she undertook postgraduate studies, and
28 WHEREAS, in March 1991, she accepted the position of
29 principal in the community of Progress Village, where she
30 served as a leader until her retirement last year, and

1 WHEREAS, Mrs. Bowers' numerous personal and
2 professional accomplishments include: graduating first in her
3 class and having the highest grade point average among
4 freshmen women at Dillard University, being inducted into
5 Alpha Kappa Mu Honor Society during her junior year, being
6 selected for Who's Who among College Students, pledging Delta
7 Sigma Theta Sorority, being a charter member of Jack and Jill
8 of Tampa, being voted president-elect and president of the
9 Hillsborough Association of School Administrators, and holding
10 membership in the National Association of Elementary School
11 Principals and in the National Association of Secondary School
12 Principals, and
13 WHEREAS, Lois Bowers' education influence has extended
14 into an active involvement in church work, as president of the
15 Women's Intermediate Auxiliary of Local Congress Mt. Pilgrim
16 Missionary Baptist Association, as well as curriculum
17 coordinator for the District Congress, and active membership
18 in St. Mary Missionary Baptist Church of Tampa, where she is
19 also a musician, and
20 WHEREAS, Lois Carol Smith Bowers has been married for
21 36 years to Wallace Z. Bowers, a minister, and they have one
22 son, Warren Lyle Bowers, and
23 WHEREAS, with the birth of her first grandchild this
24 year, and her many other interests, Lois Bowers looks forward
25 to a happy and fulfilling retirement, NOW, THEREFORE,

27 Be It Resolved by the Senate of the State of Florida:

29 That the Florida Senate recognizes Lois Carol Smith
30 Bowers for her 33 years of dedicated service to the education

1 profession and commends her fine example of scholarship and
2 leadership in the Hillsborough County school system.
3 BE IT FURTHER RESOLVED that a copy of this resolution,
4 with the Seal of the Senate affixed, be presented to Lois C.S.
5 Bowers as a tangible token of the esteem held by the Florida
6 Senate.
