11  Senator Sebesta moved the following substitute for amendment

12  (323214) to amendment (180084):

14         Senate Amendment (with title amendment) 

15         On page 28, line 23, through

16            page 34, line 26, delete those lines

17

18  and insert:

19         Section 12.

20         (1)  On or before November 1, 2000, and in accordance

21  with section 240.147(6), Florida Statutes, the Postsecondary

22  Education Planning Commission, in consultation with the

23  Chancellor, shall review the need for new free-standing

24  universities in Pinellas, Sarasota, and Manatee Counties. The

25  commission, in consultation with the Chancellor, shall

26  consider the criteria for establishing new public colleges and

27  universities developed by the commission and approved by the

28  State Board of Education in 1991. In so doing, the commission,

29  in consultation with the Chancellor, shall enlist the

30  assistance of an independent evaluator. Upon determining that

31  a need exists, the Chancellor, in consultation with the

  1  Commission, shall develop an implementation plan for the

  2  above-mentioned institutions. At a minimum, the plan shall

  3  address location, facilities, programmatic needs, governance,

  4  and funding issues. The plan shall be developed on or before

  5  January 19, 2001, and shall be submitted to the President of

  6  the Senate, the Speaker of the House of Representatives, the

  7  Executive Office of the Governor, and the State Board of

  8  Education. If the Postsecondary Education Planning Commission

  9  or the Board of Regents determines that the need for either or

10  both of the institutions does not exist, this section shall be

11  repealed by the Legislature prior to July 1, 2001.

12         (2)  If a Comprehensive University is created in

13  Sarasota County, New College shall become a part of this

14  institution and New College will continue to maintain its

15  liberal arts honors program of national distinction and

16  continue to be the honors college of the State of Florida, and

17  there shall be no change in the operation of New College.

18         (3)  If local boards of trustees are created for the

19  other universities of the State University System, a local

20  board of trustees shall be created for the institutions

21  created by this section.
