3 plates; amending s. 320.084, F.S.; allowing
4 certain disabled veterans to purchase
5 additional disabled veterans' license plates;
6 amending s. 320.08058, F.S.; revising
7 provisions relating to the Sea Turtle License
8 Plate; providing for a distribution of 25
9 percent of the annual use fees from the Share
10 the Road license plate to Bike Florida, Inc.,
11 rather than to the Governor's Council on
12 Physical Fitness and Amateur Sports; providing
13 an effective date.

15 Be It Enacted by the Legislature of the State of Florida:

17 Section 1. Subsection (6) is added to section 320.084,
18 Florida Statutes, to read:
19 320.084 Free motor vehicle license plate to certain
20 disabled veterans.--
21 (6) A disabled veteran who has received a free license
22 plate under this section may purchase additional disabled
23 veterans' license plates. The cost for additional plates may
24 not exceed the cost provided in s. 320.06(1)(b).
25 Section 2. Paragraph (b) of subsection (19) and
26 paragraph (b) of subsection (31) of section 320.08058, Florida
27 Statutes, are amended to read:
28 320.08058 Specialty license plates.--
29 (19) SEA TURTLE LICENSE PLATES.--
30 (b) The annual use fees shall be deposited in the
31 Marine Resources Conservation Trust Fund in the Fish and

1 Wildlife Conservation Commission. The first $500,000 in annual
2 revenue shall be used by the Florida Marine Turtle Protection
3 Program to conduct sea turtle protection, research, and
4 recovery programs. Additional license plate revenue, up to an
5 amount not exceeding 30 percent of the total annual revenue,
6 shall be disbursed annually through the marine turtle grants
7 program as provided in s. 370.12(1)(h). The remaining annual
8 use proceeds shall be used by the Florida Marine Turtle
9 Protection Program for sea turtle conservation activities. The
10 remaining annual use proceeds shall be used by the commission
11 for sea turtle conservation activities, except that up to 30
12 percent of the remaining annual use fee proceeds shall be
13 annually disbursed through the marine turtle grants program as
14 provided in s. 370.12(1)(h).
15 (31) SHARE THE ROAD LICENSE PLATES.--
16 (b) The annual use fees shall be distributed to Bike
17 Florida, Inc., up to 25 percent the Florida Governor's Council
18 on Physical Fitness and Amateur Sports, a portion of which
19 shall be used for marketing and promotion of the "Share the
20 Road" concept and license plate. The remaining funds shall be
21 divided equally between Bike Florida, Inc., and the Florida
22 Bicycle Association, Inc., to be used for:
23 1. Education and awareness programs, for bicycle
24 safety and motorist safety, with emphasis on sharing the
25 roadway by all users.
26 2. Training, workshops, educational materials, and
27 media events.
28 3. The promotion of safe bicycling.
29 Section 3. This act shall take effect July 1, 2000.

COMMITTEE SUBSTITUTE FOR

4 This CS authorizes disabled veterans who qualify for a free
disabled veterans' motor vehicle license plate to purchase
5 additional "DV" plates for a fee not to exceed $10 per plate.
This CS also revises the distribution of revenue generated
6 through sales of the Sea Turtle license plate and the Share
the Road license plate.
