13         Amendment (with title amendment) 

14         On page 3, lines 8 through 31, and on page 4, lines

15  1-2,

16  remove from the bill:  all of said lines

18  and insert in lieu thereof:

19         332.203  Airport authority; formation; membership.--

20         (1)  Any county which has a population of more than 2

21  million people shall form an airport authority, which shall be

22  an agency of the state, pursuant to this act.

23         (2)  The governing body of an authority shall consist

24  of five voting members. The district secretary of the affected

25  department district shall serve as a nonvoting member of the

26  governing body of each authority located within the district.

27  Each member of the governing body must at all times during his

28  or her term of office be a permanent resident of the county

29  which he or she is appointed to represent.

30         (a)  Three members of the governing body shall be

31  appointed for terms of 4 years by the Governor, subject to

 1  confirmation by the Senate. Such persons may not hold elective

 2  office during their terms of office.

 3         (b)  The remaining members shall be appointed by the

 4  board of county commissioners for terms of 3 years.
