1 Senate Concurrent Resolution No.
2 A concurrent resolution urging the Congress of
3 the United States to pass House Resolution 33
4 relating to the leasing under the Outer
5 Continental Shelf Lands Act of lands off the
6 coast of Florida.

8 WHEREAS, during the first session of the 106th
9 Congress, Representative Porter Goss and 11 other
10 Representatives introduced House Resolution 33, which would
11 condition the preleasing, leasing, exploration and
12 development, and production of oil and gas from the outer
13 continental shelf off Florida on the performance of certain
14 scientific and environmental assessments, studies, and
15 research, and
16 WHEREAS, this legislation would establish a Joint
17 Federal-State Continental Shelf Task Force to provide for,
18 supervise, and review such assessments, studies, and research,
19 and
20 WHEREAS, adequate scientific and environmental analysis
21 is necessary prior to any such preleasing, leasing,
22 exploration, production, or drilling for oil or gas, in order
23 to provide the protection needed for the conservation of
24 Florida's natural resources and to minimize the uncertainty
25 regarding the effects of such activities on the state's
26 coastal environment and citizens, NOW, THEREFORE,

28 Be It Resolved by the Senate of the State of Florida, the
29 House of Representatives Concurring:

1 That the Congress of the United States is respectfully
2 requested to pass House Resolution 33 by Representative Porter
3 Goss and others, which imposes restrictions and requirements
4 on the leasing of lands off Florida's coast under the Outer
5 Continental Shelf Lands Act, to ensure the protection of the
6 marine, coastal, and human environments of the State of
7 Florida.
8 BE IT FURTHER RESOLVED that copies of this concurrent
9 resolution be sent to the President of the United States, to
10 the President of the United States Senate, to the Speaker of
11 the United States House of Representatives, and to each member
12 of the Florida delegation to the United States Congress.
