15 On page 8, between lines 18 and 19,

17 insert:
18 Section 10. Effective upon this act becoming a law,
19 the Department of Revenue, in consultation with the Department
20 of Insurance and the Division of Retirement, shall conduct a
21 study evaluating various alternatives to determining the
22 method of calculating and distributing insurance premium taxes
23 to participating municipalities and special fire control
24 districts for use in funding the firefighter pensions under
25 chapter 175, Florida Statutes, and municipal police pensions
26 under chapter 185, Florida Statutes. The study shall evaluate
27 the effect of various distribution formulas and new
28 technologies on participating municipalities and special fire
29 control districts. At least one public workshop shall be held.
30 The study shall provide a "hold harmless" provision
31 stipulating that no participating municipality or special fire

1 control district shall receive in subsequent years less
2 funding than was received during the year 1999, and the study
3 may not include any recommendations contrary to the "hold
4 harmless" provision. The Department of Revenue shall submit to
5 the Legislature by February 1, 2001, a report containing the
6 results of its study and the department's recommended
7 legislation. Until July 1, 2001, the Department of Insurance
8 shall limit audits or pending audits of insurers with respect
9 to the accuracy of coding the location of insured properties
10 for purposes associated with these premium taxes to a random
11 sampling of not more than 10 percent of the total number of
12 policies of any insurer and shall withhold assessing any fines
13 or penalties as a result of any discrepancy in property
14 location until July 1, 2001.
