11  Senator Rossin moved the following amendment to amendment

14         Senate Amendment (with title amendment) 

15         On page 1, line 29, through page 2, line 13, delete

16  those lines

17

18  and insert:  The study shall evaluate various "hold harmless"

19  provisions so that no participating municipality or special

20  fire control district shall receive in subsequent year less

21  funding than was received during the year 1999. The Department

22  of Revenue shall submit to the Legislature by February 1,

23  2001, a report containing the results of its study and the

24  department's recommended legislation. Until July 1, 2001, the

25  Department of Insurance shall limit audits or pending audits

26  of insurers with respect to the accuracy of coding the

27  location of insured properties for purposes associated with

28  these premium taxes to a random sampling of not more than 10

29  percent of the total number of policies of any insurer and

30  shall withhold assessing any fines or penalties as a result of

31  any discrepancy in property location until July 1, 2001.
