11  Senator Holzendorf moved the following amendment:

13         Senate Amendment (with title amendment) 

14         On page 8, between lines 18 and 19,

15

16  insert:

17         Section 10.  Effective upon this act becoming a law,

18  the Department of Revenue, in consultation with the Department

19  of Insurance and the Division of Retirement, shall conduct a

20  study of various alternatives to the current method of

21  calculating and distributing insurance premium taxes to

22  participating municipalities and special fire control

23  districts for use in funding the firefighter pensions under

24  chapter 175, Florida Statutes, and municipal police pensions

25  under chapter 185, Florida Statutes. The study shall report on

26  the effect of various distribution formulas and the use of new

27  technologies, if any. At least one public workshop shall be

28  held. This study shall also evaluate various "hold harmless"

29  provisions so that no participating municipality or special

30  fire control district shall receive less funding than was

31  received during the year 1999. The Department of Revenue shall

 1  submit to the Legislature by February 1, 2001, a report

 2  containing the results of this study. Until July 1, 2001, the

 3  Department of Insurance shall not take any action to audit

 4  insurers or finalize any pending audits of insurers with

 5  respect to the accuracy of coding the location of insured

 6  properties for purposes associated with these premium taxes.

 7  The Department of Insurance, the Division of Retirement, and

 8  insurers shall assist the Department of Revenue in securing

 9  information needed for this study.

18  insert:

19         requiring the Department of Revenue to conduct

20         a study and submit a report to the Legislature

21         related to distributing premium taxes to local

22         governments; prohibiting the Department of

23         Insurance from auditing insurers with respect

24         to certain data;
