14         On page 48, between lines 11 and 12,

16  insert:

17         (4)  REVOCATION OF CONSENT.--Failure to meet the

18  requirements of s. 63.085(1)-(3), shall not constitute grounds

19  for revocation of a consent to adoption or affidavit of

20  nonpaternity unless the extent and circumstances of such a

21  failure result in a material failure of fundamental fairness

22  in the administration of due process, or the failure

23  constitutes or contributes materially to fraud or duress in

24  obtaining a consent to adoption or affidavit of nonpaternity.
