20 person may sell or deliver any merchandise defined in s.
21 790.001, Florida Statutes, to another person, other than a
22 licensed importer, licensed manufacturer, licensed dealer or
23 licensed collector unless a criminal history background check
24 is conducted pursuant to s. 790.0655, Florida Statutes.
