17 Section 1. Paragraphs (a) and (c) of subsection (4) of
18 section 216.136, Florida Statutes, are amended to read:
19 216.136 Consensus estimating conferences; duties and
20 principals.--
21 (4) EDUCATION ESTIMATING CONFERENCE.--
22 (a) Duties.--The Education Estimating Conference shall
23 develop such official information relating to the state public
24 and private educational system, including forecasts of student
25 enrollments, the number of students qualified for state
26 financial aid programs and for the William L. Boyd, IV,
27 Florida Resident Access Grant Program and the appropriation
28 required to fund the full award amounts for each program,
29 fixed capital outlay needs, and Florida Education Finance
30 Program formula needs, as the conference determines is needed
31 for the state planning and budgeting system. The conference's

1 initial projections of enrollments in public schools shall be
2 forwarded by the conference to each school district no later
3 than 2 months prior to the start of the regular session of the
4 Legislature. Each school district may, in writing, request
5 adjustments to the initial projections. Any adjustment
6 request shall be submitted to the conference no later than 1
7 month prior to the start of the regular session of the
8 Legislature and shall be considered by the principals of the
9 conference. A school district may amend its adjustment
10 request, in writing, during the first 3 weeks of the
11 legislative session, and such amended adjustment request shall
12 be considered by the principals of the conference. For any
13 adjustment so requested, the district shall indicate and
14 explain, using definitions adopted by the conference, the
15 components of anticipated enrollment changes that correspond
16 to continuation of current programs with workload changes;
17 program improvement; program reduction or elimination;
18 initiation of new programs; and any other information that may
19 be needed by the Legislature. For public schools, the
20 conference shall submit its full-time equivalent student
21 consensus estimate to the Legislature no later than 1 month
22 after the start of the regular session of the Legislature. No
23 conference estimate may be changed without the agreement of
24 the full conference.
25 (c) Principals.--The Associate Deputy Commissioner for
26 Educational Management, the Executive Office of the Governor,
27 the coordinator of the Office of Economic and Demographic
28 Research, the Executive Director of the Independent Colleges
29 and Universities of Florida, Inc., and professional staff of
30 the Senate and House of Representatives who have forecasting
31 expertise, or their designees, are the principals of the
