1 A bill to be entitled
2 An act relating to the Lawton Chiles Endowment
3 Fund; amending s. 215.5601, F.S.; providing for
4 the allocation of moneys in the fund for health
5 and human services programs and for biomedical
6 research programs; providing an effective date.

8 Be It Enacted by the Legislature of the State of Florida:

10 Section 1. Subsection (6) of section 215.5601, Florida
11 Statutes, is amended to read:
12 215.5601 Lawton Chiles Endowment Fund.--
13 (6) AVAILABILITY OF FUNDS.--
14 (a) Funds from the endowment shall not be available
15 for appropriation to a state agency until July 1, 2000.
16 Beginning July 1, 2000, the maximum annual amount of endowment
17 funds that may be appropriated shall be in accordance with the
18 following, based on earnings averaged over 3 years:
19 1. Beginning July 1, 2000, no more than a level of
20 spending representing earnings at a rate of 3 percent.
21 2. Beginning July 1, 2001, no more than a level of
22 spending representing earnings at a rate of 4 percent.
23 3. Beginning July 1, 2002, no more than a level of
24 spending representing earnings at a rate of 5 percent.
25 4. Beginning July 1, 2003, and thereafter, no more
26 than a level of spending representing earnings at a rate of 6
27 percent.
28 (b) Notwithstanding the provisions of s. 216.301 and
29 pursuant to s. 216.351, all unencumbered balances of
30 appropriations as of June 30 or undisbursed balances as of
31 December 31 shall revert to the endowment's principal.

1 (c) Funds from the endowment available in accordance
2 with paragraph (a) shall be appropriated on the basis of 50
3 percent for health and human services programs and 50 percent
4 for biomedical research programs.
5 Section 2. This act shall take effect July 1, 2000.
