14         On page 5, before line 1,

16  insert:

17         Section 4.  Notwithstanding the General Appropriations

18  Act for 2000-2001, any school district that has submitted a

19  proposal to be a charter school district under section

20  228.058, Florida Statutes, prior to March 1, 2000, may levy up

21  to 1.0 of additional discretionary school millage, for 1 year

22  only, to provide funds necessary to implement the transition

23  to charter district status.

 2         An act relating to taxation; amending s.

 3         211.31, F.S.; increasing the amount of funds

 4         credited to the Minerals Trust Fund from

 5         severance taxes that remains in the trust fund

 6         at the end of the fiscal year; amending s.

 7         211.3103, F.S.; revising the distribution of

 8         the revenues from the tax on the severance of

 9         phosphate rock under specified circumstances;

10         repealing s. 211.3103(9), F.S., which requires

11         that when a county accepts a donation of real

12         or other property from a producer the amount of

13         the proceeds of said tax returned to that

14         county be reduced by the value of the donation;

15         amending s. 378.036, F.S.; revising

16         requirements relating to a list identifying

17         certain nonmandatory lands developed by the

18         Department of Environmental Protection and the

19         Fish and Wildlife Conservation Commission and

20         purposes for which lands may be acquired with

21         funds from the Nonmandatory Land Reclamation

22         Trust Fund; authorizing certain school

23         districts to levy additional discretionary

24         millage;
