19 "owned" by an exempt entity, property leased to an exempt
20 entity under a capital lease shall be deemed to be owned by
21 that exempt entity. This subsection shall have no application
22 to determine ownership of property leased by an exempt entity
23 to another person.
24 (21) A "capital lease" is a lease to an exempt entity
25 which meets at least one of the following criteria:
