17  and insert in lieu thereof:

18         Section 3.  With respect to any attempt by a prepaid

19  health services plan in existence on January 1, 2000, and

20  licensed under chapter 636, Florida Statutes, to obtain a

21  certificate of authority as a domestic insurer authorized to

22  transact dental insurance only, the applicable minimum surplus

23  requirements under s. 624.408(1), Florida Statutes, shall be

24  the greater of two times the dollar amount specified in s.

25  636.045, Florida Statutes, or 10 percent of total liabilities.
