14 On page 159, line 25, through page 160, line 19, delete
15 those lines

17 and insert:
18 (5) For areas of the state not within the high
19 velocity hurricane zone, the commission shall adopt, pursuant
20 to s. 553.73, Florida Statutes, the wind protection
21 requirements of the American Society of Civil Engineers,
22 Standard 7, 1998 edition as implemented by the International
23 Building Code, 2000 edition, and as modified by the commission
24 in its February 15, 2000, adoption of the Florida Building
25 Code for rule adoption by reference in Rule 9B-3.047, Florida
26 Administrative Code. The exact location of wind speed lines
27 shall be established by local ordinance, using recognized
28 physical landmarks such as major roads, canals, rivers, and
29 lake shores, wherever possible. Buildings constructed in the
30 windborne debris region must be either designed for internal
31 pressures that may result inside a building when a window or

1 door is broken or a hole is created in its walls or roof by
2 large debris, or be designed with protected openings. Except
3 in the high velocity hurricane zone, local governments may not
4 prohibit the option of designing buildings to resist internal
5 pressures.
