18 (2)(a) The Department of Community Affairs shall
19 undertake a demonstration and education project to demonstrate
20 the true cost associated with the implementation of the
21 Florida Building Code. The project shall consist of the
22 construction of 12 residential single-family homes in various
23 regions of the state to the standards of the Florida Building
24 Code. These project homes shall be used to determine the
25 material and labor cost differential between the Florida
26 Building Code and the current state minimum building code.
27 The cost differential data shall be determined by two
28 categories: those costs associated with compliance with
29 ASCE-7-98 and those costs associated with other incremental
30 costs associated with other compliance provisions of the
31 Florida Building Code. The department shall provide the

1 resources to offset any increased cost of building to the
2 Florida Building Code, and shall provide an analysis and
3 accounting of such additional costs prepared by an appropriate
4 engineering firm and accounting firm. These homes shall be
5 used for educational purposes in the local community, and
6 shall be utilized as a demonstration project available for
7 inspection and education training as determined by the
8 Residential Mitigation Construction Advisory Council.
9 (b) The results of the accounting and analysis shall
10 be forwarded by the department to the Florida Building
11 Commission for use in reviewing the Florida Building Code and
12 to the Department of Insurance.
13 (c) The department shall implement this project
14 following the effective date of this act.
15 (d) The Residential Mitigation Construction Advisory
16 Council, with the department, shall serve as the advisory
17 group for this project. Decisions regarding the conduct of
18 the project and contracting with the appropriate engineering
19 group and accounting group shall be made by consensus of the
20 advisory group.
21 (e) The department shall issue a report of its
22 findings to the Governor, the President of the Senate, and the
23 Speaker of the House of Representatives upon completion of the
24 construction and data collection.
