15 Remove from the bill: Everything after the enacting clause

17 and insert in lieu thereof:
18 Section 1. Section 331.307, Florida Statutes, is
19 repealed.
20 Section 2. Subsection (3) of section 414.391, Florida
21 Statutes, is repealed.
22 Section 3. Paragraph (b) of subsection (1) of section
23 443.151, Florida Statutes, is amended to read:
24 443.151 Procedure concerning claims.--
25 (1) POSTING OF INFORMATION.--
26 (b)1. An individual filing a new claim for
27 unemployment compensation shall, at the time of filing such
28 claim, be advised that:
29 a. Unemployment compensation is subject to federal
30 income tax.
31 b. Requirements exist pertaining to estimated tax

1 payments.
2 c. The individual may elect to have federal income tax
3 deducted and withheld from the individual's payment of
4 unemployment compensation at the amount specified in the
5 federal Internal Revenue Code.
6 d. The individual shall be permitted to change a
7 previously elected withholding status not more than two times
8 per calendar year.
9 2. Amounts deducted and withheld from unemployment
10 compensation shall remain in the unemployment fund until
11 transferred to the federal taxing authority as payment of
12 income tax.
13 3. The division shall follow all procedures specified
14 by the United States Department of Labor and the federal
15 Internal Revenue Service pertaining to the deducting and
16 withholding of income tax.
17 4. If more than one authorized request for deduction
18 and withholding is made, amounts shall be deducted and
19 withheld in accordance with the following priorities;
20 unemployment overpayments shall have first priority, child
21 support payments shall have second priority, and withholding
22 under this subsection shall have third priority.
23 5. This paragraph shall apply to payments made after
24 December 31, 1996.
25 Section 4. This act shall take effect upon becoming a
26 law.
