1 A bill to be entitled
2 An act relating to community development;
3 creating the Community and Faith-based
4 Organizations Initiative within the Institute
5 on Urban Policy and Commerce at Florida
6 Agricultural and Mechanical University;
7 providing for the initiative to promote
8 community development through partnerships with
9 community and faith-based organizations;
10 specifying the activities to be conducted by
11 the initiative; providing for financial
12 assistance to community and faith-based
13 organizations; providing an appropriation;
14 providing an effective date.

16 Be It Enacted by the Legislature of the State of Florida:
17
18 Section 1. The Community and Faith-based Organizations
19 Initiative.--
20 (1) The Community and Faith-based Organizations
21 Initiative is created within the Institute on Urban Policy and
22 Commerce at Florida Agricultural and Mechanical University.
23 (2) The purpose of the Community and Faith-based
24 Organizations Initiative is to promote community development
25 in low-income communities through partnerships with community
26 and faith-based organizations.
27 (3) The Community and Faith-based Organizations
28 Initiative shall include the following:
29 (a) Professional skill development, including the
30 creation and operation of training programs to enhance the

1 professional skills of individuals working within community
2 and faith-based organizations.
3 (b) The development of future leaders, including the
4 creation and operation of a program to select and place
5 students and recent graduates from the business school or
6 related professional schools as interns with community and
7 faith-based organizations for up to 1 year and to provide
8 stipends for such interns.
9 (c) The promotion of "best practices" through
10 sponsorship of an annual conference for community and
11 faith-based organizations to discuss and share information on
12 best practices regarding issues relevant to the creation,
13 operation, and sustainability of community and faith-based
14 organizations.
15 (d) The provision of funds to the Institute on Urban
16 Policy and Commerce to develop materials for courses on topics
17 in the area to conduct research on economic, operational, and
18 policy issues that relate to community development.
19 (4) In addition, the Community and Faith-based
20 Organizations Initiative shall enhance partnerships and
21 strategic alliances through providing financial assistance to
22 community and faith-based organizations through small grants
23 for the operation of partnerships with the Institute on Urban
24 Policy and Commerce to build strong communities and future
25 leaders in community development.
26 Section 2. The sum of $3 million is appropriated from
27 the General Revenue Fund to the Institute on Urban Policy and
28 Commerce at Florida Agricultural and Mechanical University to
29 fund the Community and Faith-based Organizations Initiative
30 created by this act during the 2000-2001 fiscal year.

1 Section 3. This act shall take effect upon becoming a
2 law.
