17 Section 1. Community and Faith-based Organizations
18 Initiative; Community and Library Technology Access
19 Partnership .--
20 (1) CREATION.--There is created the Community and
21 Faith-based Organizations Initiative which shall be
22 administered by the Institute on Urban Policy and Commerce at
23 Florida Agricultural and Mechanical University and the
24 Community and Library Technology Access Partnership which
25 shall be administered by the Division of Library and
26 Information Services of the Department of State.
27 (2) INTENT.--The purpose of the Initiative is to
28 promote community development in low-income communities
29 through partnerships with not-for-profit community and
30 faith-based organizations. The purpose of the Partnership is
31 to encourage public libraries eligible for e-rate discounted

1 telecommunications services to partner with community and
2 faith-based organizations to provide technology access and
3 training to assist other state efforts to close the digital
4 divide.
5 (3)(a) AUTHORIZED ACTIVITIES OF THE INITIATIVE.--The
6 Institute on Urban Policy and Commerce at Florida Agricultural
7 and Mechanical University may conduct the following activities
8 as part of the Community and Faith-based Organizations
9 Initiative:
10 1. Create and operate training programs to enhance the
11 professional skills of individuals in community and
12 faith-based organizations.
13 2. Create and operate a program to select and place
14 students and recent graduates from business and related
15 professional schools as interns with community and faith-based
16 organizations for a period not to exceed 1 year, and provide
17 stipends for such interns.
18 3. Organize an annual conference for community and
19 faith-based organizations to discuss and share information on
20 best practices regarding issues relevant to the creation,
21 operation, and sustainability of these organizations.
22 4. Provide funding for the development of materials
23 for courses on topics in the area of community development,
24 and for research on economic, operational, and policy issues
25 relating to community development.
26 5. Provide financial assistance to community and
27 faith-based organizations through small grants for
28 partnerships with universities and the operation of programs
29 to build strong communities and future community development
30 leaders.
31 (b) AUTHORIZED ACTIVITIES OF THE PARTNERSHIP.--The

1 Division of Library and Information Services of the Department
2 of State may conduct the following activities as part of the
3 Community and Library Technology Access Partnership:
4 1. Provide funding for e-rate eligible public
5 libraries to provide technology access and training to
6 community and faith-based organizations:
7 2. Provide a method of assessment and outcome
8 measurement for e-rate eligible public libraries to assess
9 progress in closing the digital divide and in training for
10 individuals to succeed in the emerging information economy.
11 (4) FUNDING.--There is appropriated from the General
12 Revenue Fund in fiscal year 2000-2001 the amount of $2.5
13 million to the Institute on Urban Policy and Commerce at
14 Florida Agricultural and Mechanical University to administer
15 the Community and Faith-based Organizations Initiative. There
16 is appropriated from the General Revenue Fund in fiscal year
17 2000-2001 the amount of $0.5 million to the Division of
18 Library and Information Services to provide Community and
19 Library Technology Access Partnership grants to e-rate
20 eligible public libraries.
21 Section 2. This act shall take effect July 1, 2000.

8 uses of funds; providing funding; providing an
9 effective date.

11 WHEREAS, many community and faith-based organizations
12 are providing a new focus on economic uplift in Florida's poor
13 and most vulnerable neighborhoods, and
14 WHEREAS, these nonprofit organizations have local
15 experts who serve in leadership roles by assisting individuals
16 to move from dependency to self-sufficiency and restoring the
17 lives of residents in Florida's most distressed communities,
18 and
19 WHEREAS, crime, drug addiction, teenage pregnancy,
20 homelessness, and juvenile delinquency, the most notable
21 indicators of a distressed community, are being addressed by
22 small, and sometimes unrecognized, community and faith-based
23 organizations, and
24 WHEREAS, the leadership and expertise of these
25 organizations should not be ignored, and
26 WHEREAS, a recognized effort to empower community and
27 faith-based organizations, encourage community revitalization,
28 and implement educational reform will assist those who reside
29 in inner cities and distressed rural communities to gain their
30 share of the state's resources, and
31 WHEREAS, residents of low income communities lack

1 access to technology, the internet, and computer literacy
2 needed to succeed in Florida's emerging information based

4 WHEREAS, Florida public libraries eligible for e-rate

7 provide technology access and training to assist in closing
8 the digital divide; NOW, THEREFORE,
