15         On page 18, lines 4-15, delete those lines

17  and insert:

18         Section 13.  Each provision of this bill will be

19  implemented to the extent that funds are specifically

20  appropriated in the General Appropriations Act for FY

21  2000-2001 or that funds are available from federal or local

22  sources for a specific provision.
