21 s. 465.0075, F.S.; authorizing temporary
22 certificate to practice in certain areas of
23 critical need; providing requirements therefor,
24 including a fee; amending s. 465.023, F.S.;
25 providing for disciplinary actions against
26 pharmacy permittees for interfering with or
27 attempting to interfere with the professional
28 judgment of a pharmacist in the practice of the
29 profession of pharmacy; providing an effective
30 date.

1 WHEREAS, on December 6, 1999, Congress enacted the
2 Healthcare Research and Quality Act of 1999, wherein Congress
3 directed the United States Department of Health and Human
4 Services to conduct a study to determine whether and to what
5 extent a shortage of pharmacists exists in the United States,
6 and
7 WHEREAS, the United States Department of Health and
8 Human Services is currently conducting such a study, and
9 WHEREAS, it is the intent of the Legislature that the
10 quality of the health care provided to Florida residents
11 should be addressed in counties where a critical shortage of
12 pharmacists exists, NOW, THEREFORE,
