17 Section 1. Subsections (1) and (2) of section
18 316.1895, Florida Statutes, are amended to read:
19 316.1895 Establishment of school speed zones,
20 enforcement; designation.--
21 (1)(a) The Department of Transportation, pursuant to
22 the authority granted under s. 316.0745, shall adopt a uniform
23 system of traffic control devices and pedestrian control
24 devices for use on the streets and highways in the state
25 surrounding all schools, public and private.
26 (b) The Department of Transportation shall compile,
27 publish, and transmit a manual containing all specifications
28 and requirements with respect to the system of devices
29 established pursuant to paragraph (a) to the governing body of
30 each county and municipality in the state, and the Department
31 of Transportation and each county and municipality in the

1 state shall install and maintain such traffic and pedestrian
2 control devices in conformity with such uniform system.
3 (c) As part of the uniform system of traffic and
4 pedestrian control devices established pursuant to paragraphs
5 (a) and (b), the Department of Transportation may include
6 School Speed Limit Zones for schools on all public roads, when
7 identified by a local school district.
8 (2) Upon request from the appropriate local government
9 or district school board, the Department of Transportation
10 shall install and maintain such traffic and pedestrian control
11 devices on state-maintained roads as prescribed in this
12 section for all prekindergarten early-intervention schools
13 that receive federal funding through the Headstart program and
14 all public and private elementary and middle schools.
15 Section 2. Subsections (23) through (30) of section
16 334.044, Florida Statutes, are redesignated as subsections
17 (24) through (31) respectively, and a new subsection (23) is
18 added to said section to read:
19 334.044 Department; powers and duties.--
20 (23) To cooperate with local governments and district
21 school boards to alleviate hazardous walking conditions as
22 described in s. 234.021.
23 Section 3. This act shall take effect July 1, 2000.
